Simply get the kids gluing and sticking....

Add some tacky glue around the bottom of the hat and fix the wireless pipe cleaner, holding for a few moments to secure in place.

Dot some more glue on the hat and pop on the pom poms!
Top Hat Tips: Get really clowning around by adding extra sequins, gems, foam sticker shapes all topped off with some glitter glue!
